Yes, I took these myself with a Fuji Finepix S5000 — not a particularly upscale camera, but it does have manual settings. I used a tripod and the timer so that I could get longer exposure times (especially the one of the capitol) without blurring.
Hubby dubbed this the “city of perpetual twilight” because with the low cloud ceiling last night, all the city lights reflected off the clouds and it wasn’t really dark anywhere. Between my library visits yesterday and the photo tour last night, I think I walked about 20 miles… but it was worth it.
