{"id":272,"date":"2007-01-10T14:09:18","date_gmt":"2007-01-10T19:09:18","guid":{"rendered":"http:\/\/www.citizennetmom.com\/?p=272"},"modified":"2007-01-10T14:09:18","modified_gmt":"2007-01-10T19:09:18","slug":"city-budget-school-budget","status":"publish","type":"post","link":"https:\/\/www.citizennetmom.com\/?p=272","title":{"rendered":"City Budget, School Budget"},"content":{"rendered":"<p>John Huotari covers <a target=\"_blank\" title=\"Budget &#038; Finance 011907\" href=\"http:\/\/www.oakridger.com\/stories\/011007\/new_137041065.shtml\">the first meeting<\/a> of the City&#8217;s &#8220;Budget and Finance&#8221; committee in today&#8217;s paper, summed up in the closing paragraphs:<\/p>\n<blockquote><p><span class=\"bodycopy\">Judging by the back-and-forth exchanges between city and school officials on Tuesday, budget talks this year could be contentious, as they were last year.<\/p>\n<p>Last year, a 4.25 percent increase in school funding from the city was controversial because it was less than what school officials had requested. A larger increase would have required a property tax rate increase.<\/p>\n<p>The Oak Ridge school system gets about 29 percent of its funding from the city.<\/p>\n<p><\/span><\/p><\/blockquote>\n<p><span class=\"bodycopy\">It&#8217;s the statement that &#8220;a larger increase would have required a property tax rate increase&#8221; that bothers me, because it&#8217;s only half true.\u00c2\u00a0 It would have required a property tax increase unless City Council chose to cut from some other area of increase &#8212; maybe the $800,000 in new vehicles, delayed replacing all the playground equipment in Bissell Park, etc.<\/p>\n<p>Aligning City staff raises and &#8220;longevity payments&#8221; with what the schools&#8217; staff receives would have made a big difference in the bottom line as well.\u00c2\u00a0 For example, the City Manager&#8217;s increase this year alone was more than the total increases accrued by the Director of Schools since he arrived in Oak Ridge six years ago.\u00c2\u00a0 If I&#8217;m not mistaken, the Director of Schools manages a larger budget and more staff than the City Manager, which makes the disparity seem out of line.<\/p>\n<p>Don&#8217;t misunderstand: I realize that some of our City staff were earning salaries below market value, and we needed to correct that.\u00c2\u00a0 However, some of our school non-licensed staff are also far below market value, and that correction was one of the things that had to be cut.<\/p>\n<p>That four newcomers have picked up petitions to run for Council is encouraging; it means that at least four people are not entirely satisfied with last year&#8217;s performance.\u00c2\u00a0 The election will come too late to make a difference in this year&#8217;s budget process, unless&#8230;. unless some of the incumbents would like to be re-elected, and realize that a large number of people are very concerned about the constraints on the schools&#8217; budget.<\/p>\n<p>Should some choose not to seek re-election, it&#8217;s anyone&#8217;s guess as to how they may proceed.<\/p>\n<p>Our City Council is comprised of seven good people.\u00c2\u00a0 Several are personal friends.\u00c2\u00a0 But what happened last year was very bad, very lopsided, and should not be repeated.<br \/>\nSometimes though, even friends can be wrong.<\/p>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>John Huotari covers the first meeting of the City&#8217;s &#8220;Budget and Finance&#8221; committee in today&#8217;s paper, summed up in the closing paragraphs: Judging by the back-and-forth exchanges between city and school officials on Tuesday, budget talks this year could be &hellip; <a href=\"https:\/\/www.citizennetmom.com\/?p=272\">Continue reading <span class=\"meta-nav\">&rarr;<\/span><\/a><\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[2,3],"tags":[],"_links":{"self":[{"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=\/wp\/v2\/posts\/272"}],"collection":[{"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=272"}],"version-history":[{"count":0,"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=\/wp\/v2\/posts\/272\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=272"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=272"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.citizennetmom.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=272"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
